Đồng Nai là một tỉnh thuộc miền Đông Nam bộ, nằm trong Vùng kinh tế trọng điểm phía Nam, có độ cao trung bình trên 50m so với mặt nước biển, cách thành phố Hồ Chí Minh 30-110km tùy khu vực. Tỉnh sở hữu hệ thống giao thông liên vùng hiện đại với các tuyến huyết mạch như Quốc lộ 1A, Quốc lộ 20, Quốc lộ 51, Quốc lộ 13, Quốc lộ 14, đường Hồ Chí Minh, cao tốc TP.HCM – Long Thành – Dầu Giây, cao tốc Biên Hòa – Vũng Tàu, và tuyến đường sắt Bắc – Nam. Tỉnh có diện tích tự nhiên khoảng 1.273.700ha (12.737km²), khí hậu ôn hòa, đất đai phì nhiêu, phù hợp phát triển nông – lâm – công nghiệp. Dân số gần 4,5 triệu người, trong đó có khoảng 2,8 triệu người trong độ tuổi lao động. GDP bình quân đầu người đạt trên 3.000 USD. Lực lượng lao động trẻ, năng động, sáng tạo, cần cù, sẵn sàng đáp ứng nhu cầu nhân lực chất lượng cao cho các doanh nghiệp và nhà đầu tư.

An ninh chính trị của Việt Nam nói chung và tỉnh Đồng Nai nói riêng luôn ổn định, là nền tảng vững chắc để các nhà đầu tư yên tâm phát triển sản xuất.

Giao thông: Đồng Nai là địa phương có hạ tầng giao thông đa dạng và hiện đại: quốc lộ, cao tốc, đường sắt Bắc – Nam, các tuyến vành đai, hệ thống cảng nội địa, cùng sân bay quốc tế Long Thành đang hình thành.

Điện: Đồng Nai nằm trong hệ thống điện quốc gia, có nhiều nhà máy thủy điện lớn như Trị An, Đồng Nai 2, Đồng Nai 3, đảm bảo cung ứng đủ điện năng cho sản xuất và sinh hoạt.

Hệ thống viễn thông – công nghệ thông tin của Đồng Nai thuộc nhóm phát triển mạnh nhất cả nước. Mạng cáp quang phủ khắp các khu công nghiệp, trung tâm logistics và đô thị. IV/ MÔI TRƯỜNG ĐẦU TƯ
Đồng Nai có khí hậu ôn hòa, đất đai màu mỡ, thuận lợi cho phát triển cây công nghiệp như cao su, điều, cà phê, tiêu. Khoáng sản như đá vôi, cao lanh, bô-xít có trữ lượng lớn, phục vụ sản xuất vật liệu xây dựng. Tỉnh duy trì tốc độ tăng trưởng GRDP cao, phấn đấu đạt 10% năm 2025 và thu ngân sách trên 74.000 tỷ đồng.

GENERAL INTRODUCTION ON BINH PHUOC PROVINCE
Binh Phuoc is a Southeast province, located at the Key Economic Zone in the South, average height above sea level of 50m, about 110km away from Hochiminh city with blood-vessel traffic roads such as National Highway No.13., National Highway No.14, Hochiminh road connecting the province with other provinces of Binh Duong, Tay Ninh, Hochiminh City and Highland provinces. Sharing the border of 240km with Cambodia; in the future, Trans-Asia railway through Binh Phuoc to connect Vietnam with Cambodia, Laos, Thailand and Myanmar will open many new prospects for goods trading for not only Binh Phuoc province but also the whole Southeast region.

- POLITICAL – ECONOMIC – SOCIAL CONDITIONS
1.1 Security and Political conditions
The security and political conditions of Vietnam are most stable in the region and the world which are favorable conditions for the investors to set the whole mind in their investment, production and economic development activities.
1.2 Population and labor sources
Binh Phuoc province has a population of more than 921,411 people, among those 640,000 people are at working age which is the rich labor source for the industrial development and economic mechanism transition strategy of the province. In the province, there are currently about 21 vocational training centers with the training scale of from 4,500 -5,000labors/year in which 2,000 – 2,500 labors graduated from Universities, colleges, professional intermediate schools with high skills. In addition with the labor source trained outside the province which contributes to increase the trained labor quantity of Binh Phuoc province to approximate 120,000people/year.
1.3 Infrastructure
Traffic system: The traffic system of the province has been invested to expand and upgrade and all roads are asphalt and concrete roads. In the whole province, there are 02 main National Highways including National Highway No.13 connecting from Hochiminh city, Binh Duong province and through districts of Chon Thanh, Binh Long, Loc Ninh of the province to Hoa Lu International Border Gate and connecting National Highway No.7 of Cambodia with the length through the province of 80km. National Highway No.14 connecting Highland provinces through Binh Phuoc 112.70km. These two National Highways have created many accesses to Highland and Southern provinces and Cambodia to create favorable conditions for domestic and foreign trading activities.
Power station: there are many hydroelectric plants with big capacity in Binh Phuoc province such as Thac Mo hydroelectric plant, Can Don hydroelectric plant, Srok Phu Mieng hydroelectric plant… with the capacity of 288MW and the medium voltage and low voltage lines are covered throughout the province with more than 5,000km of electric line to ensure the power demand for production and domestic activities of the province.
Water system: there are many big water plants in Binh Phuoc province such as Dong Xoai water plant and water plants of Thac Mo, Phuoc Binh, Binh Long, Loc Ninh, Bu Dang with the capacity of from 6,000 – 20,000 m3/day… to meet the water demand for residential areas and industrial projects in industrial parks and complexes.
- POST, TELECOMMUNICATION AND INFORMATION SYSTEM
The post and telecommunication network is covered all communes and wards to meet effectively the demand for international communication and digital information transmission and receiving. Mobile phone network is also covered to most areas of the province. The fiber cable network is transmitted to almost telecommunication stations in communes and districts in the province.

- INVESTMENT ENVIRONMENT
Infrastructure systems in industrial parks and complexes have been completed to attract domestic and foreign investments. Binh Phuoc province has the temperate climate conditions and land favorable for agricultural production development especially for industrial trees with high economic values and productivity such as: rubber, cashew, pepper… Under the ground, there are many minerals such as Kaolin, boxit, puzolan, especially lime with high reserve (300 million tons) which is the material for cement plants with capacity of about 2 million tons/year.
Economic growth rate is high and stable with GDP growth rate of 12.33% for two year 2011 and 2012. In 2012, the state budget revenue reached VND 3,853 billion. Young, active, hardworking labor force to meet the production and business demands of the enterprises and investors.
Recently, Binh Phuoc has implemented many investment promotion policies relating to land tax, land leasing rate, tax exemption and reduction; assistance for human resource training, investment promotion and trademark promotion.
- INVESTMENT ATTRACTION
Until December 2012, in Binh Phuoc province there are more than 3,800 enterprises registered to operate in the province with the registered capital of about VND 28,000 billion. Particularly there are 99 FDI projects with registered capital of USD 815 million. Total invested capital implemented reached USD 342.5 million (occupied 42.4% of total registered investment capital), until now there are 61 projects come into official operation.
Investors in Binh Phuoc province come from various nationalities and territories such as: Korean, Taiwanese, Australian, American, Japanese, Singapore, Brasile,… with current production and business projects are operated stably and created jobs for more than 7,000 labors inside and outside the province.
- AGRICULTURAL – FORESTRY – INDUSTRIAL PRODUCTION
Farming land in Binh Phuoc is very rich and suitable for industrial trees and fruit trees. The area for planting perennial trees in the province is 369,190ha, in which 223,130ha is for rubber trees, 140,150ha is for cashew trees. Binh Phuoc is a province with the biggest area for planting rubber and cashew trees throughout the country.
In position of one of the provinces with highest output of rubber latex and material cashew nationwide, this is the convenient condition for constructing industrial product production factories with the industrial production value in 2012 estimated of VND 20,143 billion.

情報通信のネットワークは、省内すべての町や郡に整備され、国際通信とデジタル情報通信が省内の必要な需要を満たしています。携帯電話は、省内のほぼ全地方で利用できます。町や郡の通信センターの大部分に、光ファイバー通信ネットワークが整備されています。

農業農村開発銀行、投資開発銀行、株式商工貿易銀行、ベトナムの国営商業銀行（Vietcombank）、サイゴン株式商業銀行（Sacombank）、東アジア銀行、南アジア銀行など、ほとんどの大手銀行が省内の各郡や市で支店を開設しています。
保険サービスについては、Bao Viet（バオ・ヴィェット）、保険会社、Bao Minh（バオ・ミン）保険会社、Prudential（プルデンシャル））保険会社などが営業を始めました。さらに、省内にコンサルティング会社の支店を開設し、コンサルティングサービスを始めました。現在、ビン･フォック省の税関部門で諸手続きが行われていますが、今後は、各工業団地内に税関部門を設置し、企業の通関手続きを団地内で迅速に行うことができるようになります。加えて、同省のその他のサービスも、日々専門性を高めています。
- 投資環境
今日、ビン･フォック省の各工業地帯のインフラシステム分野は、国内外の投資を誘致できるように改善しています。同省は穏やかな気候で、農業生産の開発やゴム、カシューナッシ、胡椒などの、生産性が高く経済的価値のある工芸作物の栽培に適した肥沃な土壌があります。また、地下資源ではカオリン、ボーキサイト、ポジランといった多くのミネラルがあります。特に、埋蔵量3億トンにのぼる石灰石は、年間200万トンの生産能力を持つセメント工場の原料として供給されています。

ビン･フォック省の土壌は肥沃で、工業用樹木と果樹の栽培に適しています。同省における樹木栽培面積は369,190haで、その内、ゴムの栽培面積は223,130ha、カシューナッシの栽培面積は140,150haです。同省は国内で最大の、ゴムやカシューナッシの栽培面積を有しています。
国内最大のゴムとカシューナッシの栽培地で、これは加工工場の建設に有利な条件を有しています。2012年の工業生産高はおよそ20兆1,430億VND に達することが予想されます。

1.1 Security and Political conditions
The security and political conditions of Vietnam are most stable in the region and the world which are favorable conditions for the investors to set the whole mind in their investment, production and economic development activities.
1.2 Population and labor sources
Binh Phuoc province has a population of more than 921,411 people, among those 640,000 people are at working age which is the rich labor source for the industrial development and economic mechanism transition strategy of the province. In the province, there are currently about 21 vocational training centers with the training scale of from 4,500 -5,000labors/year in which 2,000 – 2,500 labors graduated from Universities, colleges, professional intermediate schools with high skills. In addition with the labor source trained outside the province which contributes to increase the trained labor quantity of Binh Phuoc province to approximate 120,000people/year.
1.3 Infrastructure
Traffic system: The traffic system of the province has been invested to expand and upgrade and all roads are asphalt and concrete roads. In the whole province, there are 02 main National Highways including National Highway No.13 connecting from Hochiminh city, Binh Duong province and through districts of Chon Thanh, Binh Long, Loc Ninh of the province to Hoa Lu International Border Gate and connecting National Highway No.7 of Cambodia with the length through the province of 80km. National Highway No.14 connecting Highland provinces through Binh Phuoc 112.70km. These two National Highways have created many accesses to Highland and Southern provinces and Cambodia to create favorable conditions for domestic and foreign trading activities.
Power station: there are many hydroelectric plants with big capacity in Binh Phuoc province such as Thac Mo hydroelectric plant, Can Don hydroelectric plant, Srok Phu Mieng hydroelectric plant… with the capacity of 288MW and the medium voltage and low voltage lines are covered throughout the province with more than 5,000km of electric line to ensure the power demand for production and domestic activities of the province.
Water system: there are many big water plants in Binh Phuoc province such as Dong Xoai water plant and water plants of Thac Mo, Phuoc Binh, Binh Long, Loc Ninh, Bu Dang with the capacity of from 6,000 – 20,000 m3/day… to meet the water demand for residential areas and industrial projects in industrial parks and complexes.
- POST, TELECOMMUNICATION AND INFORMATION SYSTEM
The post and telecommunication network is covered all communes and wards to meet effectively the demand for international communication and digital information transmission and receiving. Mobile phone network is also covered to most areas of the province. The fiber cable network is transmitted to almost telecommunication stations in communes and districts in the province.

Besides, other services are also upgraded and become more professional in Binh Phuoc province.
- INVESTMENT ENVIRONMENT
Infrastructure systems in industrial parks and complexes have been completed to attract domestic and foreign investments. Binh Phuoc province has the temperate climate conditions and land favorable for agricultural production development especially for industrial trees with high economic values and productivity such as: rubber, cashew, pepper… Under the ground, there are many minerals such as Kaolin, boxit, puzolan, especially lime with high reserve (300 million tons) which is the material for cement plants with capacity of about 2 million tons/year.
Economic growth rate is high and stable with GDP growth rate of 12.33% for two year 2011 and 2012. In 2012, the state budget revenue reached VND 3,853 billion. Young, active, hardworking labor force to meet the production and business demands of the enterprises and investors.
Recently, Binh Phuoc has implemented many investment promotion policies relating to land tax, land leasing rate, tax exemption and reduction; assistance for human resource training, investment promotion and trademark promotion.
- INVESTMENT ATTRACTION
Until December 2012, in Binh Phuoc province there are more than 3,800 enterprises registered to operate in the province with the registered capital of about VND 28,000 billion. Particularly there are 99 FDI projects with registered capital of USD 815 million. Total invested capital implemented reached USD 342.5 million (occupied 42.4% of total registered investment capital), until now there are 61 projects come into official operation.
Investors in Binh Phuoc province come from various nationalities and territories such as: Korean, Taiwanese, Australian, American, Japanese, Singapore, Brasile,… with current production and business projects are operated stably and created jobs for more than 7,000 labors inside and outside the province.
- AGRICULTURAL – FORESTRY – INDUSTRIAL PRODUCTION
Farming land in Binh Phuoc is very rich and suitable for industrial trees and fruit trees. The area for planting perennial trees in the province is 369,190ha, in which 223,130ha is for rubber trees, 140,150ha is for cashew trees. Binh Phuoc is a province with the biggest area for planting rubber and cashew trees throughout the country.
In position of one of the provinces with highest output of rubber latex and material cashew nationwide, this is the convenient condition for constructing industrial product production factories with the industrial production value in 2012 estimated of VND 20,143 billion.
VII. TOURISM
With favorable natural conditions for development of ecological tourism, currently Binh Phuoc province has promoted the investment for ecological tourism areas such as My Le tourism area, Ba Ra – Thac Mo tourism area,… Annually, the tourism areas attract millions of domestic and foreign visitors to the province for visiting and resting.

1.3 인프라
교통 시스템: 이 지역의 교통시스템은 지속적으로 확장되고 있으며, 모든 도로들이 아스팔트와 콘크리트 도로로 개선되도록 투자되고 있습니다. 빈증성의전 지역은주요 국도인 No.02를 비롯해국도No.13가호치민시로부터빈증지역과쫄탄빈롱, 록닌, 지역을 연결합니다. 또한 국도 No.7 을 통해 성에서 약 80km정도 떨어진 캄보디아와 베트남 국경인 International Border Gate(호아루 국경 검문소)와 연결됩니다. 국도No.14는 산악지대와 빈푹성구간(112.70km)을 이어줍니다. 이 두 국도는 산악지대와 남쪽지방 그리고 캄보디아를 다양하게 접근할 수 있도록 하여, 국내와 해외무역활동에 매우 좋은 조건을 만들고 있습니다.
발전소: 빈푹성에는Thac Mo hydroelectric 발전소, Can Don 수력발전소, SrokPhuMieng 수력발전소와 같은 대용량의 많은 수력발전소가 있습니다. 이들은 288MW의 용량을 자랑하며,고압선과 저압선이 5,000km의 지역 도처에 묻혀있어 생산과 국내의 에너지 수요를 확실하게 보장합니다.

우편과 전자통신 네트워크는 국제 커뮤니케이션과 디지털정보시스템 전송과 수신의 요구에 맞게 전체 행정구역과 지역구를 효과적으로 충당하고 있습니다. 모바일 폰 네트워트 또한 빈증성지역의 대부분의 지역에서 이용이 가능합니다. 또한 광케이블 네트워크가 행정구역과 지역구역의 이동통신스테이션을 통해 전달됩니다.

시내와 산업공단내에는 농업은행이나 농촌개발은행, 투자개발은행,무역과산업을위한 합상업은행, 해외무역을 위한 합장상업은행,사이공Thuong Tin Joint Stock Commercial Bank, 아시아 상업은행,동아은행과 같은 대형 은행들이 활발히 영업을 하고 있습니다.
보험서비스도 Bao Viet, Bao Minh, Prudential 같은 보험회사가 활발히 영업을 하고 있습니다. 뿐만 아니라 빈증성지역은 다른 서비스 또한 업그레이드하고 보다 더욱 전문적으로 진행하고 있습니다.
- 투자환경

빈푹성의 농업지대는 매우 비옥하며 상업적나무와 과일나무들이 자라기에 적당합니다. 2014년 현재 빈푹성의369,190ha에 다년생 나무들이 심어지고 있으며, 223,130ha에는 고무나무가 140,150ha에는 캐슈넛나무가자라고 있습니다. 참고로 빈푹성은 전국에서 고무나무와 캐슈넛나무가 가장 많이 식재된지역입니다.
전세계에서 대량으로 고무와 캐슈넛이생산되는 지역중의 한 곳인 빈푹성은, 2012년에는 20,143억동(VND)으로 추정되는 산업생산가치를 가지고 있는 곳으로 평가되고 있어,공산품 생산공장을 건설하는데 편리한 환경을 가지고 있습니다.
